Tetra Tech Coffey is providing services to complete an independent environmental audit of compliance with the Construction Environmental Management Framework for the Goulburn-Murray Water Connections Project.
Project description
Goulburn-Murray Water (GMW) stores, manages and delivers rural water for irrigation, domestic and stock and environmental purposes in northern Victoria. In response to inefficient water delivery through the irrigation system, the Victorian Government formulated a long-term plan and subsequently committed to major investment in water infrastructure.
The Northern Victoria Irrigation Renewal Project (NVIRP) was established to implement a number of the enhancement and renewal projects. NVIRP was merged with GMW on 30 June 2012 becoming the Goulburn-Murray Water Connections Project (GMWCP).
The projects consist of additional rationalisation and modernisation activities within the Goulburn Murray Irrigation District. The BTP will treat up to 240 km of channel across five of the six irrigation areas in the Goulburn Murray Irrigation District to deliver a modernised connection to approximately 545 customers. The SEP will deliver modernised connections to approximately 198 customers by upgrading the non-backbone channels.
Tetra Tech Coffey scope
Tetra Tech Coffey was engaged by Goulburn-Murray Water in 2020 and 2021 to complete the annual audit of implementation of the Construction Environmental Management Framework (CEMF) for the GMWCP. The key objective of the independent audit was to determine whether the current capital and on-farm works activities complied with the requirements and commitments of the CEMF, the EMP and all subsidiary documents including the Site Environmental Control Maps, Environmental Control Handbook, Flora and Fauna Management Strategy, Offset Management Plans, Aboriginal Cultural Heritage Management Strategy and the Connections Protocol. Environmental outcomes were also assessed.
Tetra Tech Coffey used mobile GIS technology to record audit findings, significantly improving the efficiency of data collection, analysis and presentation in the audit report.

- Development of audit criteria and site inspection checklist.
- Site inspection of select construction work sites.
